Labor Certification (PERM) is not required for those persons who qualify for permanent resident status under the EB-4 visa category. The following special immigrants are eligible for the fourth preference visa:

Special Immigrants

  • Religious workers
  • Broadcasters
  • Iraqi/Afghan translators
  • Iraqis who have assisted the United States
  • Physicians
  • Armed forces members
  • Panama Canal Zone employees
  • Retired NATO-6 employees
  • Spouses and children of deceased NATO-6 employees

Special Immigrant Religious Workers

There is a special immigrant category established for foreign national ministers and non-ministers. You must be a member of a religious denomination that has a nonprofit religious organization in the United States for at least two years. You must also be entering the United States to work:

  • As a minister or priest
  • As a professional in a religious occupation
  • In a religious occupation devoted to traditional religious functions such as cantor, missionary and religious instructor
